很突然，普京決定臨陣換帥。

我看到，路透社報(bào)道第一段就說(shuō)，普京周日（5月12日）“出人意料地任命了一位平民經(jīng)濟(jì)學(xué)家擔(dān)任新國(guó)防部長(zhǎng)”，這是俄烏沖突以來(lái)，“普京對(duì)軍事指揮部作出的最重大決定”。

也就是說(shuō)，俄烏沖突正酣，普京突然換了國(guó)防部長(zhǎng)，68歲的紹伊古下，65歲的別洛烏索夫上。

要知道，自2012年起擔(dān)任俄羅斯國(guó)防部長(zhǎng)的紹伊古，一直是普京最親密最信任的手下。

之所以這么說(shuō)，大家可以看一下，以前每年普京生日，都是誰(shuí)陪在身邊？

紹伊古！



很多次，普京只帶著他，一道在西伯利亞打獵、釣魚、宿營(yíng)，度過(guò)自己的生日。

但有圖瓦人血統(tǒng)的紹伊古，也不是沒(méi)有批評(píng)。2022年俄烏沖突爆發(fā)，俄軍一度大幅度撤退，紹伊古遭到一些俄羅斯軍事博主的猛烈抨擊。

事實(shí)上，瓦格納集團(tuán)領(lǐng)導(dǎo)人普里戈任去年發(fā)動(dòng)流產(chǎn)政變，目標(biāo)也不是普京，而是紹伊古。

但紹伊古依然得到了普京的力挺，倒是一代梟雄普里戈任，最后在一起離奇的飛機(jī)失事中喪生。

現(xiàn)在，紹伊古也下了。

對(duì)于這位老朋友，普京還是給予了厚待。他將出任俄聯(lián)邦安全會(huì)議秘書，并負(fù)責(zé)軍工聯(lián)合體。從技術(shù)上看，紹伊古不在內(nèi)閣序列，似乎還升遷了。

哦，俄羅斯前總統(tǒng)梅德韋杰夫，就是這個(gè)機(jī)構(gòu)的副主席。

誰(shuí)是新的國(guó)防部長(zhǎng)？

別洛烏索夫，一些朋友可能不太熟悉，但他此前是俄羅斯第一副總理，比紹伊古職位更高。

從某種程度上，他出任國(guó)防部長(zhǎng)，也充分彰顯當(dāng)下特殊時(shí)刻，俄羅斯國(guó)防部長(zhǎng)崗位的特殊重要性。



普京為什么突然選擇一位非軍方人士？

克里姆林宮發(fā)言人佩斯科夫說(shuō)得很直白：對(duì)創(chuàng)新持開放態(tài)度的人，將在戰(zhàn)場(chǎng)上取得勝利。

按照他的解釋，自俄烏沖突爆發(fā)以來(lái)，俄羅斯的軍事預(yù)算，已從占GDP的3%增長(zhǎng)到6.7%，接近于1980年代中期蘇聯(lián)情況，當(dāng)時(shí)占到了7.4%。

經(jīng)濟(jì)層面的重大變化，俄羅斯人事必須進(jìn)行調(diào)整。

由此，負(fù)責(zé)經(jīng)濟(jì)的第一副總理別洛烏索夫，就成為俄國(guó)防部長(zhǎng)的不二人選，這也有助于俄羅斯國(guó)防更有創(chuàng)新力，更具戰(zhàn)斗力。

我看到，路透社就分析說(shuō)，這次改組讓俄羅斯精英們措手不及，表明普京正在加倍投入烏克蘭戰(zhàn)爭(zhēng)，并在西方制裁意圖使俄經(jīng)濟(jì)破產(chǎn)但卻失敗后，將更多的俄羅斯經(jīng)濟(jì)用于戰(zhàn)爭(zhēng)。

但臨陣換帥，總是兵家大忌。

關(guān)鍵時(shí)刻，普京換下自己最信任的手下，怎么看？



還是粗淺三點(diǎn)吧。

第一，普京在謹(jǐn)慎進(jìn)行人事調(diào)整。

這內(nèi)閣改組，紹伊古走人。普京展現(xiàn)出雷厲風(fēng)行的一面，但同時(shí)也非常謹(jǐn)慎。實(shí)際負(fù)責(zé)軍事指揮的俄軍總參謀長(zhǎng)格拉西莫夫，則繼續(xù)留任。

此外，俄對(duì)外情報(bào)局、聯(lián)邦安全局、緊急情況部、內(nèi)務(wù)部等軍情要害部門一把手，也都保持不變。

哦，我們都比較熟悉的俄羅斯外長(zhǎng)拉夫羅夫，也繼續(xù)擔(dān)任外長(zhǎng)，繼續(xù)鐵齒銅牙。

第二，俄國(guó)防部長(zhǎng)角色更吃重。

不然，不會(huì)讓第一副總理改任國(guó)防部長(zhǎng)。

這既是對(duì)別洛烏索夫能力的特別看重。

俄烏沖突爆發(fā)后，西方對(duì)俄極限制裁，但俄羅斯成功穩(wěn)住了經(jīng)濟(jì)，別洛烏索夫和總理米舒斯京功莫大焉。

所以，米舒斯京留任，別洛烏索夫擔(dān)任國(guó)防部長(zhǎng)。

這更是對(duì)別洛烏索夫整合俄戰(zhàn)時(shí)經(jīng)濟(jì)的期待。

我看到，西方有分析人士就認(rèn)為，俄羅斯現(xiàn)在獲勝的策略，就是如何利用好俄軍工聯(lián)合體和整體經(jīng)濟(jì)的優(yōu)勢(shì)，最終壓垮烏克蘭。

第三，俄烏沖突進(jìn)入下一步。

我說(shuō)的下一步，不僅僅是指俄軍調(diào)整戰(zhàn)略戰(zhàn)術(shù)，正在北部開辟“第二戰(zhàn)場(chǎng)”，逼近烏克蘭第二大城市哈爾科夫。

而且，我們看到，俄烏兩位國(guó)防部長(zhǎng)，烏克蘭國(guó)防部長(zhǎng)列茲尼科夫、俄羅斯國(guó)防部長(zhǎng)紹伊古，都已相繼走人，事實(shí)上，烏軍總司令扎盧日內(nèi)也被撤換了。

雙方統(tǒng)帥部都在排兵布陣，都在進(jìn)行重大人事調(diào)整。歸根到底，就是挑選最合適的人物，放到最合適的崗位，應(yīng)對(duì)最棘手的挑戰(zhàn)，打贏這場(chǎng)戰(zhàn)爭(zhēng)。

戰(zhàn)爭(zhēng)還在繼續(xù)，每天都有人倒下，何時(shí)又才是盡頭呢？
